Role Summary

The Strategic Procurement Manager leads the delivery of strategic procurement and routine purchasing across the Trust, ensuring compliance with UK legislation, EU Procurement Directives, and Trust Standing Financial Instructions. The role focuses on delivering value for money, improving procurement and supply chain efficiency, and supporting national priorities including sustainability and carbon reduction.

The post holder will develop and implement best-practice procurement strategies, manage strategic contracts and supplier relationships, and work closely with senior procurement leaders to deliver the objectives of the Integrated Supplies and Procurement Department. The role acts as Deputy to the Head of Procurement - Strategic Sourcing and Analytics as required.


Key Responsibilities

  • Lead procurement strategy delivery, including annual work plans, performance targets, and KPIs.

  • Manage strategic procurement projects and contracts, ensuring probity, value for money, and risk mitigation.

  • Provide expert procurement advice to Trust stakeholders, ensuring compliance with legislation and policy.

  • Develop and maintain effective contract and strategic supplier management arrangements.

  • Analyse market trends, benchmarking data, and spend to inform procurement decisions.

  • Support sustainability, carbon reduction, and supplier diversity objectives, including engagement with SMEs.

  • Build strong relationships with clinical, non-clinical, and external partners, including representation at national forums.

  • Plan and oversee operational workload, resources, and supply chain projects.

  • Line manage and develop staff, ensuring effective recruitment, training, and performance management.

  • Support budget setting, financial management, and effective use of departmental resources.

  • Ensure patient care, health and safety, and risk management considerations are embedded in procurement activities.


Working Arrangements & Development

  • Office-based with regular engagement across clinical areas, Trust sites, and suppliers.

  • Occasional out-of-hours working may be required to support major incidents.

  • Maintain professional development through appraisal, objective setting, and ongoing learning.
