Are you an experienced Strategic Procurement leader looking for your next challenge? This is an exciting opportunity to lead the infrastructure procurement team in their construction related capital investment portfolio. This role reports directly to the Procurement Director and forms part of the senior leadership team in procurement.

Role Overview:

  • Have the vision, experience and skill to lead the Infrastructure procurement service with both strategic and near-term strategy & planning. Create strategic procurement plans for the delivery of financial and non-financial value improvements through the management of end to end third party costs for the infrastructure works.
  • Lead, inspire and motivate the Infrastructure Procurement team, develop talent and manage performance through coaching, guidance and regular reviews and continually assess the capabilities of the team, celebrating and rewarding success as necessary.
  • Lead development of the team's sustainability response with new innovative strategies, creative commercial models, digital and trends that will drive competitive edge for the business.
  • Lead & help govern the team as they perform strategic sourcing activities for large value, complex capital programmes which align with the business broader strategies.
  • Role model collaboration with senior business stakeholders. Proactively engage (both yourself and via their team) with the business to develop relevant strategies through procurement insights. Constructively challenge to maximises opportunity and mitigate risk.
  • Work closely with the other procurement teams (operational, technology and portfolio teams) as a leader to ensure appropriate collaboration and best practice sharing while ensuring cross collaboration on common issues and opportunities for asset lifecycle procurement (Design, Build, Maintain, Operate).
  • Represent Heathrow to the external market, bringing knowledge and best practice back to Heathrow.
  • Establish and maintain collaborative networks with key supplier partners. Carry out all necessary agreed processes for supplier management, claims management, benefits and savings and continuous improvement targets whilst meeting all contract, regulatory (including value for money, procurement code of practice and Independent Fund Surveyor requirements), risk-reward and exit strategy requirements. Work with the Head of Supplier Management to influence the overall Procurement Supplier landscape and provide supplier intelligence where required.
  • Manage your team to provide and maintain accurate and timely management and performance information to enable organisation wide assessment of procurement performance.
  • They will be direct responsible for decisions affecting areas of spend under their responsibility. This will include assessing and resolving issues, making risk-based decisions and upholding excellent standards of governance, including awareness of and adherence to applicable regulatory obligations.

Experience:

  • Significant experience in leading capital procurement roles. Proven experience in procurement, commercial and or project/programme management skills at a senior lead level on a major infrastructure programme
  • Extensive experience of NEC Contracts and legal awareness of contract risks & experience of drafting complex and bespoke contract terms and commercial principles including supplies, services, and framework agreements.
  • Established track record in driving high value business performance through developing innovative supplier relationship strategies and partnerships at Director level. Excellent communication and negotiation skills to senior/advance level.
  • Excellent strategic sourcing skills - proficient in all aspects of the 'Strategic Sourcing Cycle'
  • Broad understanding of how the wider business operates and its high-level strategies in order to influence them in order to align with and create leading edge market strategies for the short / long term
  • Robust commercial awareness and 'hunger' for best value along with excellent negotiation skills
  • Proven ability to influence and engage to Director level and with extensive experience in driving best practice internally and externally
  • Expert in best practice benchmarking and being a role model for the performance of the function as well as the wider Procurement function.
  • Accomplished leader with proven people and functional leadership skills.
  • Excellent interpersonal skills with the 'presence' to be a role model for your team and the wider Procurement function
  • Active participation in industry bodies is expected (e.g., Constructing Excellence, CLC, IP3)
