Job Description: a.i Procurement Advisor - Road Construction Projects

Location: Rotterdam

Hourly Rate: Up to €100ph

Contract length: 1 year, through to 1st March 2025

Hours: 36 hours per week

Fantastic 12-month contract (a.i) role for a Procurement Advisor who has 10+ years of experience advising on procurement and contracts within road construction projects. You will also require a University Degree in Public Administration OR experience in governmental institutions. This role reports into the project contract manager.

This Procurement Advisor role specialising in Conditioning is the process leader in the establishment of contract(s) for asset and conditioning research, for which procurement plans, specifications, and contract management plans must be prepared.

This involves:

  • The preparation, guidance, and contract management of various procurement trajectories (tenders) for numerous large-scale studies (such as asset dossier, condition surveys, asbestos).
  • To prepare and manage various contracts, the procurement advisor maintains contacts with contractors, specialists and external stakeholders
  • Drafting an integral plan of action 'asset & information management'
  • Implementing the plan of action by, among other things, collecting documents (document study) and (historical) condition data necessary for the aforementioned procurement trajectories during the planning phase.
  • Furthermore, the procurement advisor ensures effective streamlining of information provision between the contracting authority/client and bidders/contractors.
  • In this context, it is also relevant that the procurement advisor is familiar with the Building Information Management (BIM)

Requirements:

  • Language required: Both Dutch and English
  • 10+ years of procurement and contract management
  • Experience on the client side of a large (semi-) governmental institution (for example: large municipality, province, ProRail, Port Authority, ministry etc)
  • Experience of procurement advisory processes in the field of asset and conditioning research in D&C and/or DBFM road construction projects at the national level
  • Ideally, a knowledge of information systems: Relatics and/or GRIP
