A Contracts Officer is required for an exciting role in London providing key contracts expertise and contract management support across Commissioning within Children's and Adult's services for a local authority. A fantastic opportunity to develop your experience in a contracts focused role with a large portfolio spend.

Role:

  • To provide contract management support across the Commissioning Directorate to ensure that maximum value is derived from all contracts with responsibility for a portfolio of contracts of up to c. £150m
  • To ensure that contracts within the Children's Commissioning Directorate fulfil their contractual requirements and added value in relation to delivery of strategic objectives, service outcomes, value for money and savings
  • To contract manage a portfolio of strategic and priority contracts within the Children's Commissioning Team, with responsibility at each stage of the Commissioning Cycle
  • To identify, manage and mitigate contract and commercial and service risks through effective contract and commercial management
  • To ensure that the strategic objectives of the Council are achieved, as far as possible, through the effective management of contracts, including the maximisation of value for money, customer focus and the realisation of service benefit as well as management and mitigation of risks
  • To directly manage a portfolio of contracts up to a total contract value of £150m whilst maximising benefits realisation
  • To provide direct line management and/ or matrix management of Service Development Officers and Technical School Meals Advisors including taking responsibility for skills development and appraisals where required
  • To develop strong relationships with key stakeholders including schools based on the value of the contract management support and the assurance that it provides

Required Skills:

  • Experience of delivering effective contract management, including performance monitoring and measurement in line with best practice to achieve improved service outcomes, financial efficiencies, savings and the minimisation of contractual risk across contracts
  • Demonstrable understanding of best practice performance management methodologies within the contract management setting and ability to assist in the setting of contract standards in collaboration with managers
  • Demonstrable knowledge and understanding of the commissioning cycle and contract relationship management
  • Experience of holding contractors to account and challenging poor performance
  • Evidenced financial and budgetary skills, including monitoring, planning and interpretation
  • Evidenced ability to influence and negotiate effectively to drive and manage change and deliver service or contract outcomes
