Interim IT Procurement Project Manager

Interim IT Procurement Project Manager required to begin a procurement process to select an IT solution in the Works & Asset Management service for a public sector body in Bristol

We are looking to recruit a project manager with experience in planning and initiating the
procurement phase for an IT Solution - who is up for making a big impact within a relatively short
contract period.

Subject matter knowledge or experience related to the services that will end up using the solution
isn't anywhere near as important as experience of working with business analysts and procurement
colleagues to deliver the work needed at this point.

Key tasks we expect to be delivered in the 3-month period:

  • Pulling together a detailed plan for the next phase of the project in collaboration with key resources, stakeholders, Senior Users and Suppliers
  • Setting up and maintaining key project documentation, such as risk and monthly reporting using the council's templates
  • Establishing appropriate governance for the project, including a Project Board, and ensuring project tolerances and escalations are clear
  • Establish project team meetings and ways of working for all project stakeholders, Senior Users and Suppliers
  • Making sure the project has SMART objectives that all stakeholders are signed up to and fully understand
  • Making sure that an appropriate, compliant procurement approach is agreed and signed-off
  • Managing soft-market testing to inform the development of requirements and procurement approach
  • Managing the development of functional and non-functional requirements to 'tender-ready' standard
  • Scheduling resources and activities to apply the tender process
  • Hand over project management responsibility by the end of the third month

  • Able to make an immediate and effective impact by quickly understanding how the council
  • works and building a project team made up of the right people
  • Excellent planning ability
  • Procurement experience
  • Team-working and ability to work with range of different subject matter experts at different
  • levels
  • Ability to be flexible and work to/adhere to the Council's processes and templates

This role is a 3 month contract and falls inside IR35.
