1st Executive have been retained by a public sector body to manage the recruitment for an Interim Category Officer to assist with key projects within Corporate, Environment and Property spend areas.
JOB PURPOSE:
- Assist the Category Managers with contract management and manage own contractual workload
- Assist the Category Mangers with Spend Analysis and Category Reviews
- Assist the Category Managers with portfolio planning, bundling and key stakeholder management
- Assist the Category Managers with category management framework plans and efficiency profiling
- Support the Category Managers to devise category management savings plans through to implementation
- Ensure that procurement of goods and services is done a cost effective and efficient manner.
- Responsible for own workload as well as assisting the Category Managers develop category and sub-category strategies
- Assist with procurement projects
- Support the Category Managers and the Commercial Hub Manager in developing category plans and programmes, providing procurement assistance throughout the commissioning cycle
- To be involved with Category Managers in negotiating with and developing suppliers, analysing and acting on spend data to achieve savings, and contributing to internal and external capacity building
EXPERIENCE REQUIRED
- Understanding of Public Sector procurement regulations - OJEU & contract procedures
- Demonstrable experience of managing end to end tenders
- Exposure to environment, property or corporate procurement
- Demonstrable experience of managing stakeholders up to Heads of Service level
- Experience of using an e-procurement system - In-Tend (Desirable)
- Ability to run reports in a financial management system - Agresso (Desirable)
